中国共产党二十大报告指出：“中国坚持对外开放的基本国策，坚定奉行互利共赢的开放战略，不断以中国新发展为世界提供新机遇，推动建设开放型世界经济，更好惠及各国人民。”这是新时代新征程上中国坚持对外开放不动摇的郑重宣示，是以自身发展更好造福世界的庄严承诺，充分彰显了大党大国的责任担当。

As laid out in the report to the 20th National Congress of the Communist Party of China (CPC), “China is committed to its fundamental national policy of opening to the outside world and pursues a mutually beneficial strategy of opening up. It strives to create new opportunities for the world with its own development and to contribute its share to building an open global economy that delivers greater benefits to all peoples.” As a solemn declaration that China is tenaciously committed to opening up on the new journey in the new era, and a solemn pledge that China will deliver more benefits to the world through its own development, it fully demonstrates the responsibilities of a large party in a major country.

开放是当代中国的鲜明标识。新时代十年来，以习近平同志为核心的中共中央实行更加积极主动的开放战略，加快推进自由贸易试验区、海南自由贸易港建设，共建“一带一路”成为深受欢迎的国际公共产品和国际合作平台。我国成为140多个国家和地区的主要贸易伙伴，货物贸易总额居世界第一，吸引外资和对外投资居世界前列，形成更大范围、更宽领域、更深层次对外开放格局。2013年至2021年，中国经济对世界经济增长的平均贡献率超过30%，居世界第一，是世界经济增长的主要动力源和稳定器。事实有力证明，中国不断扩大对外开放，不仅发展了自己，也造福了世界。

Openness has become a trademark of today’s China. In the first decade of the new era, the CPC Central Committee with Xi Jinping at its core has pursued a more proactive strategy of opening up. We have accelerated the development of pilot free trade zones and the Hainan Free Trade Port. We have, working together with other nations, established the Belt and Road Initiative both as a public good and a cooperation platform that has been welcomed by the international community. China has become a major trading partner for more than 140 countries and regions. It leads the world in total volume of trade in goods, and it is a major destination for global investment and a leading country in outbound investment. Through these efforts, we have advanced a broader agenda of opening up across more areas and in greater depth. From 2013 to 2021, China contributed more than 30% on average to world annual economic growth, making it the world’s top contributor. China has, therefore, become a major engine and stabilizer of the world’s economic growth. These facts demonstrate that China has grown by embracing the world, and that the world has also benefited from China’s opening up.

习近平总书记曾多次强调，“中国开放的大门不会关闭，只会越开越大。”过去中国经济发展是在开放条件下取得的，未来中国经济发展也必须在更加开放的条件下进行。中国共产党二十大报告鲜明提出要“坚持高水平对外开放，加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局”。新发展格局不是对外开放的后退，更不是闭关锁国。中国经济已经深度融入世界经济，同全球很多国家的产业关联和相互依赖程度都比较高，内外需市场本身是相互依存、相互促进的。通过发挥内需潜力，更有效率地实现内外市场联通、要素资源共享，必将为中国自身也为世界各国提供更广阔市场和更多发展机遇，为经济全球化提供更澎湃更持久的动力。

General Secretary Xi Jinping has made it clear on many occasions that China’s door will never be closed; it will only open still wider. China’s economic growth over the past decades has been achieved with a commitment to opening up. In the same vein, the development of China’s economy in the future can only be guaranteed with greater openness. The report to the 20th CPC National Congress has clearly put forward that we should “promote high-standard opening up, and accelerate efforts to foster a new pattern of development that is focused on the domestic economy and features positive interplay between domestic and international economic flows.” This new pattern is not a retreat on our commitment to further opening up, and still less a step towards isolation from the world community. With the Chinese economy deeply integrated into the global economy, China’s industries have become highly interconnected and interdependent with those of other countries, and its market both complements and mutually reinforces the international market. We give play to the potential of domestic demand and will explore more efficient ways to connect domestic and foreign markets and share factors of production and resources. Through this endeavour, China will deliver a larger market and more development opportunities for itself and the world, thereby providing stronger and more sustained impetus to economic globalization.

新时代新征程上，按照中国共产党二十大战略部署，中国将稳步扩大规则、规制、管理、标准等制度型开放，加快建设贸易强国，营造市场化、法治化、国际化一流营商环境，推动共建“一带一路”高质量发展，有序推进人民币国际化，深度参与全球产业分工和合作，维护多元稳定的国际经济格局和经贸关系。

On the new journey in the new era, China will implement the strategic plans as specified by the 20th National Congress of the CPC. We will steadily expand institutional opening up with regard to rules, regulations, management, and standards. We will foster a world-class business environment that is market-oriented, law-based, and internationalized, in order to accelerate China’s transformation into a trader of quality. We will promote high-quality development of the Belt and Road Initiative and the internationalization of the RMB in an orderly way. We will also engage in the global industrial division of labor and cooperation, and preserve the diversity and stability of the international economic landscape and relations.

中国坚持经济全球化正确方向，推动贸易和投资自由化便利化，推进双边、区域和多边合作，促进国际宏观经济政策协调，共同营造有利于发展的国际环境，共同培育全球发展新动能，反对保护主义，反对“筑墙设垒”、“脱钩断链”，反对单边制裁、极限施压。中国愿加大对全球发展合作的资源投入，致力于缩小南北差距，坚定支持和帮助广大发展中国家加快发展。

China adheres to the right course of economic globalization. It strives to promote the liberalization and facilitation of trade and investment, advance bilateral, regional, and multilateral cooperation, and boost international macroeconomic policy coordination. It is committed to working with other countries to foster an international environment conducive to development and to create new drivers for global growth. China opposes protectionism, the erection of “fences and barriers,” decoupling, disruption of industrial and supply chains, unilateral sanctions, and maximum-pressure tactics. China is prepared to invest more resources in global development cooperation. It is committed to narrowing the North-South gap and supporting other developing countries in accelerating development.
